Access, parking & working hours

In a narrow central London street, the route to the wall can influence the work as much as the wall itself. Resolve delivery, equipment and working-hour requirements before a decorating programme is confirmed.

Name the highway authority as well as the property

Confirm which council manages the proposed location of a vehicle, scaffold or skip. A building close to a borough boundary needs a precise street-side description. Record whether equipment remains on private land or reaches over the pavement. If a TfL road is involved, identify the responsible authority before assuming a council application covers it.

Parking permission has a specific purpose

Camden distinguishes a bay suspension for defined activities from convenience parking. Westminster offers separate bay-suspension and yellow-line-dispensation routes. Neither should be treated as a general right to leave a van outside the address. Check the live restrictions, the required application and the unloading arrangement before allocating deliveries.

Scaffold and skips need separate decisions

Camden’s building-licence process includes scaffolds and requires a parking suspension where a bay is occupied; a public-road skip licence must be sought by the skip company. Westminster has its own temporary-structure and skip-licensing routes. Identify who makes each application and keep its permitted location and dates with the work programme.

Agree preparation within permitted hours

Camden and Westminster publish standard hours of 8am–6pm Monday to Friday and 8am–1pm Saturday. Sundays and bank holidays fall outside those normal working windows. Check the activity and the applicable approval process before arranging an extension. Sanding, equipment movement and scaffold operations should not be assumed acceptable merely because brush application is quiet.

Check the vehicle journey separately

The core Fitzrovia streets covered here are inside the Congestion Charge zone. TfL’s address and vehicle checks should be used for the actual journey, including a job near the Euston Road boundary. ULEZ is a separate emissions scheme: satisfying one scheme does not settle the other. Allow for delivery access and parking independently of road charging.

Put the access plan into the proposal

Assign responsibility for applications, delivery coordination, equipment security and waste collection. Note dependencies that might affect the start and who will confirm they are resolved. The final arrangement should be understandable to the occupier, the building manager and the people arriving to carry out the painting.
